Employees do not learn strategy only from formal communication. They infer it from the repeated signals leaders send through what they value, question, fund, escalate, tolerate, reward and follow through. Making that implicit logic visible is one of the foundations of organizational reasoning.

CEOs communicate strategy formally, but employees learn through repeated signals.

Leaders create those patterns continuously, consciously or not, through what they value, question, fund, escalate, tolerate, reward and follow through.

Employees read those signals and infer what really matters, beyond what is stated.

The interesting step is conscientization: making that implicit logic visible and explicit enough to examine, challenge and improve.

That is one of the foundations of organizational reasoning.
